HEA's have a weak axis moment of inertia that is closer to their strong axis moment of inertia than IPE sections do. When axially loaded this creates a more efficient use of the steel when it comes to preventing buckling (square tubes are even better). Beams are loaded in bending, not axial, so the higher ratio of strong to weak axis moment of inertia is a more efficient use of the steel for beams.
