Heat exchanger: welds between plates in ASME SA 387 Gr.91 and other components in Gr.9

Hi,

Our customer asked us to make a complete exchanger in Gr.9, but the plates in SA 387 Gr.9 cannot be used because the allowable values are not tabulated in the ASME IID.
I would know (and in the case it would not be possible understand why) if it is possible to weld the plates in ASME SA 387 Gr.9 with girth flanges and nozzles respectively in ASME SA 182 F9 and ASME SA 335 P9.

I suppose it would be possible to weld those materials, but with the assembly not Code compliant. Is there some reason you cannot use plate SA-397 Gr 91? Permitted under Sec 1, Sec VIII, Div 1 and Sec III at 3" thickness or less.
