heat treat titanium (6AL-4V) & calculate its double shear strength 2

1. Can 6AL-4V be heat treated to a minimum of 160,000 KSI?

2. If so, how can I calculate what its shear strength
should be for the following case:
Let's say I need to produce a 4" long shaft made from
such material 1/2" in diameter and with a 3/16" hole
drilled end-to-end along its length in the center of
the stock. Thru that 3/16" hole I intend to insert an
11/32" shaft of the same material.

3. What can I expect the rockwell (RC) to be if the
tensile strength after heat treat is 160,000 KSI.
