heating of concentric neutral on XLP 13.8KV below elbow

How's everyone ? we have a situation where we took thermoimages of the elbows on the high side of a pad mounted transformer and we detected a small spot of heat on the xlp cable right where the jacket ends and the shield wires fold back can anyone give me an answer to why this might be
 
Possibly no stress cone or a faulty stress cone?

What level of neutral current is on each cable? Because the neutral strands are doubled over at the fold, any neutral currents will cause twice the heating at that point.
