Heatpump Fan Not Running

Compressor fan stops working while blower fan is consistently running. I need your knowledge and wisdom to resolve the issue. Appreciate!

Heat pump is RHP13410A24J. Manual is following.Issue: when shorting Red wire and White wire at thermostat, 240VAC is at source side of the contactor but not load side the contactor. Pushing coil button of the contactor, the compressor fan is running. There is no 24VAC applied to contactor coil from Y1 OUT (Y-CC) per wiring diagram at page 38 of the manual. Power off and test Y1 OUT is about 13 ohm. HPC is with jumper. LPC switch is connected. RV switch is connected. DS and AS are little loose but reconnected ok. After pulling Y-B-D-R-C wires out, testing board shows Y-B-C shorted. With wires and power back on, 24VAC is between R-Y, R-B,R-C but not R-D, and Both LED1 and LED2 are flashing red which means normal per section 8.7 at page 17 of the manual.

Air handler is AH410PSCA1730JM. Control wires are all tested connection ok among air handler, heat pump and thermostat, except one finding: when pulling out the connector RCGW1W2 at BTD out, RC are not connected. When putting the connector back, RC are shorted per testing wiring connectors. W1W2 are connected by wiring connector.

Could any expert tell me what is the problem? Appreciate your help!

What is the AHU's fan operation set to on the thermostat? The switch with 2 options, AUTO and ON. When this is set to ON, the AHU fan is going to run continuously regardless of what the outdoor unit is doing. This allows the unit to circulate and filter the air without heating or cooling the air; useful on mild days to keep the air from getting stale. When this switch is in AUTO, the AHU fan will cycle with the ourdoor unit.

What brand thermostat? I recently replaced my home thermostat with a Honeywell, they provided access to youtube video clearly showing the proper way to connect the HP to the thermostat with several options for different scenarios.
 
Check starting and running capacitors to the compressor and its fan.
 
I changed the thermostat to a Honeywell thermostat and set the fan as auto. Now the fan stops after a while, but the compressor fan still does not work. The capacitors are tested fine for both compressor fan and blower fan. Thank you for your help!
