For this type of information I wouldn't trust anyone's numbers or ratios except those of the burner manufacturer. Why aren't you using them to find out your needs?

What type of HFO? HFO ain't what it used to be. Steam heating and atomization requirements vary based on the characteristics of the fuel oil.

We are heating the oil to a supposed redwood of 6000pph as required by a Woodward burner control. I will check on the viscosity on the delivered oil.

The system is being used for animal feed drying, normally running on natural gas.

The book titled Furnace Operations by Robert D. Reed (Gulf) has a chapter on "Burners, Fuel and Firing" including steam atomization, that may interest you.
