This is the first time that I have ran a HEC-RAS doing a floodway analysis and had a question regarding encroachment. We are relocating the alignment of an intermittent stream in a heavily eroded channel by about 50 feet. The proposed channel contains the major storm with a minimum of 1 foot of freeboard. I have defined my bank stations where the grade breaks from 4:1 back to existing. I ran my encroachment with a target of a 1 foot floodway and the areas upstream and downstream of the proposed channel show encroachments as I expected. However due to where I have defined the bank stations, there is no encroachment in the proposed channel. Is this normal? Everything I have read states that HEC-RAS will not encroach into the channel, but the county comments that we have received so far seem to indicate they want to see a floodway analysis through the proposed channel. Would the floodway equal the floodplain in the proposed channel or do I start tweaking bank stations to show some encroachment?
