HEC-RAS Ineffective Flow Areas

I have an existing HEC-RAS model completed using Version 2.2. I want to add a couple cross sections to this model to incorporate the area I am studying. I am using HEC-RAS Version 3.1.3. Unfortunately the ineffective flow areas established in the earlier version are not operating correctly in the newer version. Flow is being allowed in the ineffective flow areas thus reducing the height of water surface profiles. Could this be an incompatibility issue with the different software versions? Any thoughts?
 
HEC-RAS data files are plain text and easy to edit with notepad. Check that the ineffective flow areas are set to be "permanent" if you don't want water to flow once their height has been exceeded. Failing that, create a new "dummy" file in v3.1.3 and then find & replace your old files to make them compatible.
