Height of SAR berm

I'm looking for input on what determines how high a small arms range berm has to be to be. I found one army document that said 5.0 meters high from the firing line elevation. The range is a 25 metter long zero range (for firing rifles at fixed targets 25 meters away). What regulations or design manuals would govern the design?
