Write or Wrong?

Surcharge can be from many sources - traffic, stockpile ... But it is fine (not right or wrong) if you like to think this way, as the surcharge is treated as uniform load on the ground under consideration.
 
For standard highway traffic loads in the US, the surcharge is an equivalent depth of soil that varies between 2 and 4 feet, depending on the height of the wall (4' of soil for walls up to 5' in height; 3' soil for 10' high wall, etc.). In English units, for a10' high wall, it's 3' * soil density (typically about 120pcf) * ka (for active soil pressure conditions, or ko for at rest conditions).

Didn't think about that, your surcharge is quite high, compared to the more usual range from 200 psf to 500 psf.
