Hello,
Problem: A Nonconformity was issued out for a bolt on a Steel Slip connection being installed at the near end of slotted holes while the slide bearing pads were observed to be installed in the far end.
Question: What Code if any supports the Nonconformity? What Could be referenced or used to justify that the bolts being installed on the near end does not affect since they are installed in the slotted holes and can be adjusted.

This is not an issue with standards, this is an issue with this specific installation. The responsible engineer needs to look at it and decide if it still does it's job. If it was for fitup tolerance, then great. If it's for allowing slide in the direction where there's lots of slide space great. If it's the other way then you've maybe got problems, but nobody will know except the person that specified it.
 
Seems on the face of it, someone messed up the design; if the bolt can be expected anywhere within the slot, then the bearing pad should have been designed to accommodate that positional variation.

The designer should weigh in on whether their design requirements are consistent with the as-built hardware.
