Can someone guide me how to calculate heat gain from low and high tension electric board erected in electrical room and what is the best way to cool it by using exhaust fan or mechanical refrigeration especially it dosent contain electronic components except voltage and current recorders

Given I have no clue what you are talking about, I am of little use.
Can you provide more information about this low/high tension electric board you are talking about?
A cut sheet would be helpful.
 
You should get help from a senior Engineer in you office for help with this.
 
It's nice to know that the board doesn't contain electronic components. But it's not very useful.

What would be useful for you to know is what components DOES the board contain.

The manufacturer of each should be able to tell you the heat dissipation for their equipment. Should, but probably can't.

But from the data sheets an experienced engineer should find enough information to make reasonable assumptions.

Add them up. Apply judgment about actual load vs rating and usage diversity. That's your cooling load.
 
I will assume low and high tension = low and high voltage
Firstly, if there are no electronics you can probably just ventilate the rooms. the equipment may still have a high ambient limit of 40°C / 104°F but you could get away with this in may climates.
In terms of load, the sources of load will be:

[li]heat losses off bus bar distribution within the switchgear/switchboard[/li]
[li]heat losses off the breakers[/li]
[/ol]

These loads are proportional to the current (or the square of the current if my memory serves me correctly). You can get the full load data from the manufacture of the equipment and pro-rate the data down based on the current.

As an example, I have projects with 4000A, 480V switchgear which have a heat load of ~17kW - a not insignificant number.
