Help requested to set a 25 Sync-Check Relay

We have a new bus-tie-bus 12.47kV switchgears. There is a Basler BE1-25 Synch-Check Relay installed on the ties.
There are similar ones in the Plant. All are set at a phase angle of 5 and a time delay of 1.

How does that info relate to the maximum frequency, the maximum voltage and the maximum phase angle ?

The relay style no. suggests that Voltage monitor and Voltage difference settings are by switches mounted on the PCB ('R' in 9th position). You can know the settings by referring to the switch positions on PCB and the explanation in the manual.
With regard to slip frequency, the curve in Pg 42 of 56 shows that Phase angle setting of 5deg and Timer setting of 1s corresponds to slip frequency of 0.06Hz.
 
The Buff Book says the typical closing angle is 20 degrees. Yet all of ours are set on 5 degrees?

I thought this works as a synchronizing relay check between the Utility's dual feeds into their respective switchgear that have open ties in between. And it prevents the ties from closing should they want to put both busses on the same utility feeder and do it hot. What other use could it possibly have ?

I just talked to Basler technical about this relay. The voltage setting has to be done with a tool. And the setting for the voltage on an existing relay can not be observed even when the relay is extracted. You have to meter it.
 
Attached is the test results for one of these Basler relays on the site. There are others on the site and the test results are pretty much the same. But I'm not really sure why these numbers are the best and why they would be picked ?
