Help using SA414GRG in unfired pressure vessel?

We have been building pressurized sand pots for years and we use SA414GRG for the heads and shell. Now we have a request to supply to europe and be PED compliant. Our standard MDMT is -20° F. I have been told that we can not use SA414GRG below 32°F / 0°C. I have read in article 1 section 7.5 impact testing materials must meet 27 joules for brittle fracture. Also the minimum design temperature would need to be 32° F / 0°C if I do not use the impact test. Any help or clarification on this issue would be greatly appreciated.

Any equipment you supply into Europe will have to be compliant with the relavent EU directives.
Your first course of action should be to establish what directives you need to comply with, then get copies of the associated European standards and comply with them.

If you have not already done so would suggest a Google search for EU, directives, pressure vessels as a start point
