Help with ASME B31E-2008

In ASME B31E-2008 in section 3.4, what is meant by Mseismic and Msustained. Is Msustained referring to the moment due to a seismic lateral force and Mseismic referring to moments due to a displacement of the anchors? Should you also consider the moment due to gravity loads, or is this intended to be included in the Msustained?
