Help with P&ID software....stand alone, cheap, easy?

Large P&ID's usually get sent to our designers but I have a lot of small projects that simply get drawn out on sheets of paper or made up using some arbitrary program like MSpaint. I am trying to find a relatively inexpensive program to make up P&ID's. I'd like it to be stand-alone (not an add-in to some other expensive program)

Does such a program exist?

Most of the "intelligent" 2D CAD / sketching programs can produce P&IDs - e.g. Intergraph SmartSketch, Microsoft Visio, etc. They won't be as powerful as the P&ID packages which are part of a full Plant Design Suite, but they can still produce useful results.

My favorite is Micro$oft Visio for this kind of work, another use for Visio is to touch up pictures with arrows, text and indications, invaluable when making a manual or operating instructions
