Can I fill with welding a hole to manufacture the thread and bolted an engine of 600 HP?

Where is the hole , in the baseplate, the engine block, crankshaft -- senseless question, we are not mind readers.
Plus this is the pump engineering forum, you should post in the appropriate forum.
