hi pot testing

I'm used to mechanical systems where there are specs aplenty about testing and design requirements.
Hydraulic systems are designed and tested at 3 or 4 X working pressure.
Chains, ropes and cables have a working load rating that is some small fraction (1/3 or so) of the tensile strength.

One of our internal test specs is to hi pot to 2X the expected max condition, plus 1 KV. One engineer in the electronics group is advocating hi-potting some dump resistors just to the expected dump voltage.

Is there a spec from NEMA or other organization that would provide a starting point?
