We are constructing new pressure vessels according to asme8
Due to requirement of nozzle orientation one nozzle will be opened on one of the two weld seams of dished heads
Is there any limitations or precautions for such opening according to asme8 and RT test

Without a sketch it is hard to comment on your nozzle locations. In general ASME does not provide weld spacing rules and you must use "good engineering judgment" about your specific locations.
