I am new in the Area of High performance concrete. I wanted to know that, "Is there any standard guidelines for mix design of High performance concrete for any part of the world ?"
I found one, ACI 211.4R-93 but is only focused on high strength. If there is no standard specification then how the mix design are being done globally ? Which procedure are they following ?

HPC is somewhat unique. There are no universal mix designs as it depends on the constituents and combinations you choose to use. There are many combinations that can be used to produce HPC.

I would suggest you check HPC publications from the Portland Cement Association and the American Concrete Institute.
