High Precision Voltage Regulator 1

I am looking for a voltage regulator/line conditioner which can regulate voltage to within 1% of nominal, frequency to within 0.2% of nominal and have a THD (total harmonic distortion) of less than 2%.

Any useful suggestions.

What voltage and what kVA range?

The voltage is 220/110V (3-phase, center-tapped grounded delta) and I am looking at around 20KVA.

The output stage of GE's SG series UPS comes pretty close. Not sure if you can run completely without a battery, although I think you can configure it as a frequency changer so it may be possible.
