why in the power frequency tests of HV power cables the two ends of cable on the reel are immersed in water ?and what conditions this water should have?

Is it possible the test description is reversed? As a production test, it would make more sense that the reel would be water immersed except for the ends. IEEE Std 400 makes no mention of water for a field test, but typical ‘tap’ water is probably conductive enough not to need any additional treatment.
 
I assume you are talking about water terminations, which are a good way to provide a quick discharge free termination for testing a cable in the factory, without having to put a huge procelain or polymer (time comsuming) sealing end unit on it. It is reusable, will handle a variety of cross section conductors, and takes about 5 minutes to attach to the cable end.

The termination uses clean water and the water is usually pumped through the termination to eliminate heating.

Suggestion: The water has to be conductive. The distilled water is non-conductive.
