You can model the eccentricity between the upper and lower members easily enough in ETABS but the bulk of the real "engineering" involved in something like this will often be done by hand or by spreadsheet. It's the classic "walking column" condition and, if you search that term here, you'll find numerous threads on the subject. This is a situation in which strut and tie modelling is usually appropriate.
