Holes in assembled pieces

Hello,
I have a flat plate 6"x6"x1/4" with four 1/4" bolt holes at the four corners. I go into mechanical design/assembly and assemble this plate on a second plate 12"x12'x1/4". I constrain all objects fully. Now I want the 4 1/4" bolt holes on the first plate drilled into the second plate, and I want them connected so if I change any hole parameters or any constraints, the holes in the second plate should move to follow all the changes in the first plate.
I know how to build the models and assemble and constrain the parts. I want to know how to make the holes on the second plate. Please give me a short list of commands/tips. Please don't send me any files, because I am not allowed to download stuff off the net

create vectors/axes in first part. then use those vectors to hole second part. or you can use hole command in assembly environment.

Thanks JeniaL that works well. One more question please. What dia do I specify for the automatic holes in the assembly features?
If I put in a value say 1/4" then the hole in the large plate remains fixed at 1/4" when I vary the hole dia in the small
plate and update and save. How do I tell it to take the dia from the small plate hole.
 
i don't think the diameter of a hole can be carried from parent to children.
