Hollow Jet Valves (Howell Bunger)

I have inherited a design which has an outlet from a dam into an irrigation canal. The designer has used a hollow jet (Howell Bunger Valve) directed downwards to impact on a stilling basin at 45 degrees. My problem is that at low reservoir llevels I need minimum head loss across the outlet.

What jet length is needed from the outlet from the valve to the stilling basin surface?

The valve is 900 mm diameter and has a flow of 4.3 m3/sec. The upstream head varies from 0 to 50.0 m depending on the reservoir level.

The water may contain debris so a sleeve (pepper pot) type valve is not a suitable alternative.
