Horizontal Joint Reinforcement in SDC D, MSJC 2011, Special Reinf Masonry Walls 2

I'd like a consensus on whether horizontal joint reinforcement is used in SDC D,E,F for special reinforced masonry walls. I am a senior structural engineer and work for a jurisdiction performing plan review in Oregon. Many times we get designs from back East and I am questioning whether a recent East Coast engineering submittal for SDC, R=5, Bearing Wall Special Reinforced Masonry Shearwall should be allowed to be constructed with only horizontal joint reinforcement in lieu of bond beams. The engineer is certainly designing with partially grouted walls, which is fine in SDC D. However, all the partially grouted details are showing truss-type reinforcement for the horizontal shear. My question is 2 fold:

1)If by calculation, the masonry can take all of the shear, is horizontal joint reinforcement OK?
2)If by calculation, the steel takes all the shear but you believe joint reinf is ok in question 1, would you then consider rebar if steel takes all the shear? As many of you know, the ACI is written (last I checked) for either the masonry or the steel to take the shear exclusively.

ACI 530-11 section 1.18 says that the horizontal bars must have hooks around the vertical bars at wall terminations, so maybe I'm answering my own question...?
James Amrhein Link has written many publications where horizontal joint reinforcement is allowed around openings but it must still meet the requirements of 4' max 0.2 in^2 horizontal reinforcement for special masonry walls.

There was a paper in the recent TMS Journal from The Masonry Society (TMS) that discussed the use of joint reinforcement as flexural and shear reinforcement: "Joint Reinforcement as Primary Shear Reinforcement for Concrete Masonry Shear Walls" by Baenziger and Porter, TMS Journal December 2018. You can find it on TMS' website or here:
More recent versions of TMS 402 (formerly ACI 530/ASCE 5/TMS 402) have better provisions for this so you may want to check them out.
 
Thank you Bones. That article was short and to the point. I have often wondered about this since I have not seen any joint reinforcement in the jobs that I've worked on in California. However, I have seen many examples in Masonry books and such.

Anyway, thanks to the OP for asking this question and to MasonryGeek (great screen name, BTW) for his response as well.
 
Thank you masonrygeek! I've already written a plan review letter regarding the subject, but now I'll have to be proactive in discussing it with them.

Appreciate the feedback. I know there's been a few "discussions" (aka disagreements) among my past cohorts.
