I am looking at a step over ladder used to get over a conveyor ( top of walkover 50" from grade). Walk up one side , 2 1/2 ft platform on top and walk down other side.
My concern is whether it has to be restrained from overturning. The ladder is considered portable and get moved a little along conveyor.
If I consider the rail at the top as a guard , the rail can take the horizontal force but the ladder is narrow enough it would tip over. My customer thinks it is only required to be stable with a 25 lb force on the top rail ( he is trying to find a technical ref for this). Does anyone know where I can find any backup for what is required for this situation?
