Horizontal Shear!!!

After completing the analysis a of rigid frame, we design the beam for shear and bending moment(let us not cnsider torsion) and the columns to axial force+bending moment taking into consideration whether a short or slender column.
But these columns subjected to bending moment are also subjected to horizontal shear, is this horizontal shear not an important parameter in design?
Whether the lateral ties(in rectangular columns) or spirals (in circular columns) have any role here ?

I would not call it "horizontal shear", but yes, a concrete column must be designed for shear. The typical column ties may not be close enough together to act as stirrups.
 
Also keep in mind that the compression in the columns actually increases the phiVc of the column so many times stirrups are not as critical.
 
Is the shear considered as a design parameter in routinedesign practice?Also, in the books(that i have read) on Design of Concrete Structures and Steel Design i have never come across a design that considers the horizontal shear?Why is this so?

Remember in deriving our slope deflection equations, we wrote the equilbrium equation for the sidesway bt considering that sum of the horizontal forces acting on a free body of the joints(at a certain storey)is zero.This wquation was referred as shear equation .These forcrs were obtained in term,s of end moments in the columns
