I'm just going to guess that the owner structurally compromised a two year old building by making modifications to meet government contract requirements for an emergency quarantine. A sad state. Sure, just pull that column out or that slab that's pinning the bottom of your foundation wall...but we are only guessing and I am being cynical.
 
Yeah, I saw something where it was confirmed that there had been some kinda unauthorized modifications. Just goes to show that we as engineers take as common sense, isnt as common as we would hope in some parts of the world.

Yeah but the guy next door was supplied with 1200 psi concrete whereas the contractor on the failed building had saved a bit too much on his cement costs: tests have shown only 600psi strength developed
