In laces where the water table is high I have heard of double walled tanks being used.
With lots of CP on the outside and in some cases stainless liners in them.

Agree with SJones.

Typically Jet fuel storage tanks are either fully internally lines, often with glass flake epoxy or at the least the floor is lined and 1m up the walls (especially for tanks which were quite old or retrofitted.

I've seen stainless used in very high purity Jet fuel for military use, but normally not required.

External protection is no different to any other type of steel storage tank - Just depends if these are buried or above ground.
