HOW ARE THESE MADE

I am assuming from this that this is a standard size pipe of some sort, and then it is machined and then bent??I am trying to make this in a 1/4" hose barb, what size stock would I use I cant seem to find a pipe that works for the inner and outer barb dimensions of arounf .119" id and around 0.285" od

Much depends on the material. Do you know the material? It appears to be machined, then bent. You may have to go with .312 od. Contact a bender, This will be the tough part. Machining should be straight forward unless you cave to stick with a crazy cost goal.

We make something very similar, but it is a 3 stage operation.
Turn 1st end and part of the tube
Form the bend in a pipe bender
Trim part to final length
