They need to be fully developed on both sides of the failure plane.

For example if your looking at the concrete breakout failure plane, there will be some distance away from your anchor where beyond that you can't get the tension reinforcement developed.

Another alternative ,
Consider the use of 90-degree or 180-degree hooked bars to reduce the anchor embedment if Constructability is not issues,

When we have large tension forces we will specify Lenton terminators at the tops of the vertical bars in the pier/column. Terminators reduce congestion and enhance constructability and are easier to install than vertical bars with 180 degree hooks - and we specify additional ties to confine the bars within the lap splice length.
 
I normally run a U bar tied to the anchors, makes placement easy and ensures the bar is where you need it.
