How do I get out of a hydro. No water access.

Hi Everyone,

I live in South Australia and due to recent drought water is an extremely rare and far to valuable a resource to waste on a hydro test if not 100% necessary. I plan to jack a tank and replace annular plates. If say I use qualified welders, a good welding inspector, perform 100% mag particle NDT and vacumme box all welds would I not have enough information to determine that the repairs are sound?

1) What test could I do to 100% prove the repairs are good other than a hydro
2) What would I need to do to satisfy API 653
3) Has anyone heard of such exceptions in the past.

Clause 12.3.2 of API 653 may provide the answer that you seek. You will need to confirm all appropriate requirements have been met.
