How Do We Stabilize a 1:2 ditch slope in expansive clay soils

We have a 1:2 slope about 4m high as a ditch slope in very expensive clay soils. The slopes are clay fill compacted to 95% modified proctor.

Are you aware of any products that can stabilize such a slope. Soil nailing was one option mentioned. Do you have any other ideas. How does soil nailing work given that the slope is 4m high since the drilling machine seems to be the only way to install these soil nails.

Keep in mind we are trying to remedy a mistake made by the contractor. Ideally the slopes were to be 1:2 using a granular material. We cannot reduce the slope either due to adjacent highway.

The anchors there can be installed using hand equipment if needed. I looked into these for securing a slope failure in a tight location. There are limitations of course. Also, for drilling, the soil nails, or other anchors can be drilled using a trackhoe mounted drill rig. This may give you some extra reach over the typical drilling rig.
 
If you are using 1 horizontal to 2 vertical as the meaning of 1:2 slope, then a slope analysis by your geotech is required for global as well as local stability. Assuming this steep of slope is stable, then a shotcrete application of slope paving will protect against erosion using proper details such as a top diversion swale and a turn down at the toe to prevent undermining. A mass type gravity retaining wall might suffice to retain your slope in a retrofix solution.
