How do you get blocks to have the same handle 1

Here is my question....

How do you get blocks to have the same handle?

Also... is it possible to have the attribute tags reference an xls cell? while a block has the same name and same handle?

During the life time of a drawing, all handles to entity's are unique. That means that blocks can't have the same handle to it!!!
