How does a link element work?

I have been trying to give a force-deformation relationship to a bridge superstructure and bent connection to simulate the friction resistance at the top after the shearkeys have broken. The use of a multi-linear elastic link seems to be the solution. The initial stiffness would be from the bent and after the friction force is reached in a seismic event, the superstructure should just slide.(I used a nonlinear link) The effective stiffness option in the dialog box for multilinear elastic link is what I am trying to understand. what should this value represent??
