ckidd asked: This should be a simple question but I do not see the statement in the owner's manual when placing a horizontal cylinder storage that is at a slope what is the invert of the storage, the inlet elevation or the oulet elevation?

To keep the Manual readable, you will find this kind of operating detail mostly in the on-line help. Just click the help button on the horizontal cylinder entry screen.

By definition, a STORAGE invert is always the lowest point in any given storage volume. For a sloped horizontal cylinder (a pipe), this means that the cylinder slopes upwards from the invert. (ie, the invert is at the "outlet" of the pipe)

Although this may seem counter-intuitive at first, it makes sense when you're embedding a perforated pipe in a stone bed, and you need to keep track of the highest and lowest elevation for each volume.
