How is wind speed or pressure converted calibrated based on ASCE 7/05/10/16, for API 650?

I am sorry that I started another thread in mechanical forum for the same issue.
In API 650, wind load is calculated based on wind speed calibrated based on ASCE 7-05. Wind speed/pressure is converted by a coefficient 0.78/0.6 in case wind speed calibrated based on ASCE 7-16 is provided.
Now there is a tank, wind speed 60.2m/s is based on ASCE 7-16, MRI=1700 years. Following is the calculation by our mechanical engineer.

My target is to design tank ring wall and footing.
My question is:
1. Is the coefficient 0.78/0.6 applicable for different MRI(300/700/1700/3000 years)?
2. When wind speed is converted to that of ASCE 7-05, is importance factor required or not?
3. How shall we use reaction provided by mechanical? Divide the result by 0.78/0.6, Divide the result by the importance factor?
