How long does it take to meet a new standard?

The latest version of C37.60 is dated 2012, superseding the 2003 version five years ago. Several recloser manufacturers have taken exception to our C37.60-2012 requirement, stating they continue to build and test to the superseded standard. How long does it take? How soon do you update your specifications? Thanks.

In general, standards are benchmarks and not mandatory, but normally the manufacturers comply with new or updated standards, because purchasers want to comply with the latest standard. The manufacturers and / or their trade association sit on standards organization committees and are free to comment during standards development.

So, as the manufacturers are aware of what standards are coming, they should be aware of new requirements and be prepared for publication date.

From the Internet, I see that this IEEE standard is derived from IEC 62271, is this the problem I wonder, a clash between USA and international standards?
