How many Sets of Impact are required for a Multi-Process PQR 1

I have the following scenario and need some help with regards to the number of Impact Tests required.

Test temp: -40F
Plate: 516-70
Thickness: 1.5"

Process 1: GTAW - 0.125" t
Process 2: SMAW - 0.5" t
Process 3: SAW - 0.875" t

My understanding from ASME IX Para QW-200.4, is that each process requires impact testing. However My real question is: Would one set of WM and HAZ impacts be acceptable for both the GTAW & SMAW passes due to the thickness of the GTAW layer?

each welding process and its HAZ should be covered in test specimens.
Processes and their HAZ may be combined in one set of specimens, so answer to your question is "Yes".
If your Design Code is Section VIII-1, then minimum three sets of specimens are required when test coupon thickness is over 38 mm see UG-84(h)(3), otherwise as per above two above sentences.
