how to add and reverse a new mcs in cam to flip part for backside machining....? - NX CAM 11

Hi Guys,
I have a part that is being machined in the vice. The part has through with large then small diameter. I would like to flip the part over so I can hole mill from the back side also. I tried to do this by adding a new mcs in the correct position and orientation (on the reverse of my part) and then adding a hole milling operation under it.
I can not get this to work. Although the tool path is in the correct direction it wants to start from the face of an internal hole not the start of the hole from the reverse side of the part - any suggestions what I am doing wrong?

Is there a particular way to holes must be constructed in modelling?
