As of now we have no access for crane. i need a solution to shim under the base to do leveling.

I’ve never done this exact problem, but have done things fairly much like I imagine this would be done. Do you just have to plumb the vessel or do you have to rotate it and/or move it laterally too, to some extent? Is it on anchor bolts already, so the only thing you can really do is lift it vertically? You need to give much more detail on what exactly needs to be done, exactly what the vessel looks like, dimensions, loads, C.G’s., etc., and exactly how the vessel is supported. Actual vessel plans and design info. would be most helpful. You will have to figure out jacking points and a means, fixtures and the like, to do this and still be able to insert the shims. Knowing the vessel support points (shimming points) and what amounts and directions the vessel is out of plumb, you should be able to make some determination of how much vert. movement (shimming) must be done at which support points.
