Is there a way to attach text or symbol to a view?

You can create notes or symbol using leader and then right click to remove the leader, the text will remains attached to the view.

Sketched Symbols can also be used for this purpose - especially for something that you will use over and over again in different drawings. When creating a Sketched Symbol (F1) there are two icons for connection point options in the upper right corner of the screen.
 
With text, you can select the view you want to attach text to, click the sketch button and then place text wherever you want.

The sketch will remain attached to the view and thereby drag your text along with the view whenever you move it.
