How to create a perforated annular sheet

I need to calculate an annular sheet (i.e a ring-shaped sheet) that is perforated. The sheet ID is 22" and OD is 35.5". The hole size is 1/8". The horizontal and vertical spacing between any 2 holes is 3/16". The holes are staggered. How can I go about creating this kind of pattern on an annular sheet?

Treat it like a rectangle ... Do 1 or 2 linear patterns & delete (skip) the holes not required.

One method that we have used before is to make the pattern on the id by using two or three planes angled in the proper manner and cut-extrude thru to the od. then array the pattern as needed to match your desired geometry. There may be another way that is a bit better.

Or ... make a rectangular perforated sheet first, then cut-extrude the ring.

I am assuming that the holes need to be radial. I am working on a 3d sketch that should do what you want. I will get back to you with more info shortly.

I'm confused ... angled planes, 3D sketch, radial holes ... are you creating a perforated cylinder?
Unless I am mistaken, I think the original post was asking how to create a perforated flat sheet "donut".
