In drafting, under the "text properties" toolbar is the command "insert symbol" that is used o insert symbols into text.

Can we create new symbols that could be used by that command? And if yes, how?

The easiest way is to upload the font that contains the symbols, if they are already available in a true type format.

In windows, you can search for file types with .fnt extensions, and place them in whatever directory the font files reside in Catia. (which you can also find doing a .fnt search)

You can also download font types at many places on the internet.

I have been struggling with this for a very long time. I originally submitted an Enhancement at V5R5 to be able to add characters to the Symbol Table. DS denied this enhancement and instead told me to customize a PostScript Font. Of course, this took a year or so before they tole me this. I then went out and purchased FontLab's TypeTool2. No joy. My font was recognized by all windows applications EXCEPT CATIA. I submitted a PMR, and DS told me that my font had "no blue values" set. They said that they would fix V5R17 so that my font would work. I replied that I didn't care if my font ever worked, how could I fix my font so that it worked today. After elevating this to a CritSit, DS told me to contact BitStream, as they were the company that created DS's custom fonts. I contacted BitStream, and they told me to purchas FontLab Studio. I did, and I finally now have my customized font! It only took me 5 years!!!!!

Yeah, well my @#$%^#@!#$^% engineers are stuck with a couple of custom characters that they insist on using. Up until I got my custom font working, they had to instanciate a Draw Detail into the text and try to line it up manually.
