How to Design HDPE Membrane Puncture Protection?

I have a site that I need to design a geotextile armoring for a 40 mil HDPE liner. Here are the conditions:
1) Liner is a capillary break for contamination that does not include volatiles (thus no need for venting)
2) Material below liner is dense grade aggregate compacted to 95% standard protor.
3) Liner will be topped with 12" of washed stone (this area doesn't tollerate dust or dust migaration)

My assumptions:
i will be placing a geotextile on top and below HDPE liner

What i need is a formula to calulate the resistive properties needed for the geotextile so that a 1" stone on top of the liner or the stone mixed into the DGA will not penetrate my liner. Does anyone know how to do this? The punture resistance of geotextiles is given in force not for over area so I'm a bit confused. Any help would be greatly appreciated.
