How to develop Project Execution Plan?

Hi! I'm quite new for this kind of task - develop project execution plan(PEP). I'm looking for someone with experience to guide me to develop PEP for offshore and onshore modification services. I do have all the paperworks related to this project but i need to break it down to create a good PEP for tendering purposes.
