How to obtain Surface movement and depth of suction change values

A client is requesting for precise values for ys = characteristic surface movement and Hs = design depth of suction change. The project is a 2 story office/warehouse (with lightweight floor and wall construction) on highly expansive clay soils. The location of the project is in Port moresby, Papau New Guinea (tropical and humid climate) where such data is non existent. They are asking for a precise value but are unwilling to meet the cost of undertaking further investigations to confirm these values. We attempted to provide values from Australian standards (for places with similar climate as the project location) however they are adamant that they want precise values.

Does anyone know of any method or way in which values for these two parameters can be provided?

If they don't provide money for testing you may as well pluck numbers from thin air. Give them plenty of scatter so no one can make sense of them. :)
