How to Remove Corrosion Build-up Inside Storm PIpe

During a video inspection, we found a number of laterals connected directly into the mainline storm drain piping. Many of these laterals are leaking, i.e. groundwater intrusion. There looks to be a significant amount of corrosion build-up due tot he leaking pipe at these location at the end of the lateral piping, so much so it blocks 30% to 50% of the opening of the lateral. I am not positive it's corrosion, but it looks like a rust color and something that has been getting larger and larger over time due to the leak. Maybe some sort of metal deposits being left by the ground water.

My question is this. Our hope was to use chemical grouting to seal the leaks in the piping system so as not to disturb the operations where the storm drain is located. However, we cannot do this unless we can somehow remove the build-up of material I just described. Is there any way to remotely do this, i.e. a cutting tool on a robotic device, or...??? Looking for ideas. Thank you.
