How to repair mislocated bolt hole on pad flange attached to top center of ellip2:1 head

This pad flange should be fabricated as per JIS10K 450A dimension. It is used for connecting with agitator motor.

But I just found that bolt holes quantity is not correct (16 holes instead of 20 holes)

Now the only repair procedure to come up with is by plug welding all hole follow AWS D1.1 cause 5.26.5

Worst case is to cut off this flange and replace new one.

Is there any recommendation?

I would expect it will cost less to replace it. Inspect the new one before installation.

Can you make an independent adaptor base using plate steel for the agitator with the correct hole pattern and a separate welded plate that has the incorrect hole pattern to the adaptor base?

Now proceeding plug welding.

Agitator maker doesnt accept to add adaptor. this agitator is kinda special and already fabricated to conform with vessel dimension.
